ADDRESS BY DR V. MKOSANA, PERMANENT SECRETARY OF TRANSPORT

1ST DEPARTMENT OF TRANSPORT AWARDS GIVING CEREMONY

26 NOVEMBER 1999

MC, MEC, SPEAKER OF THE LEGISLATURE, MPL, PSS SPONSORS OF THIS OCCASION, MEMBERS OF THE MEDIA, MANAGEMENT, REGIONAL HEADS AND THE ENTIRE 
STAFF MEMBERSHIP OF DOT, LADIES AND GENTLEMEN, DEAR FRIENDS.

I welcome and greet you all this morning.

Ladies and Gentlemen who will deny that we live in interesting times. All we need now is to make these interesting times interesting in 
deed.

In the spirit of transformation of the public service as enshrined in the White Paper for transformation of the civil service we, of the 
DOT set ourselves a clear vision, a compelling mission and bold and ambitious programmes. We have told ourselves that at the centre of all 
our endeavours, people that we serve must come first. "Batho Pele". We, however, remain cognicent of the fact that it is neither committed 
isolated individuals nor capable individual leaders who will effect the change of the magnitude we are expected to administer. It is in 
this context that we have embrace the concept of team building in its broad sense.

Ladies and gentlemen allow me to indulge in about of self aggrandisement in this instance. One cannot, but be proud of a team that we have 
developed here. A team that is becoming another family for all of us as DOT employees. When we face the pressures of change we come 
together, from the MEC down, and finally produce a product owned by us all. There begins to emerge in DOT a paragon of management of 
diversity to the benefit of us all.

When things seem to fall apart with a little bit of humour from people like Lan and Charles you laugh out your frustrations and carry on 
with our work sometimes until the early hours of the morning. I take this opportunity to thank you guys and dolls for servicing with a 
smile under the most trying conditions of change.

It is out of this that we deemed it proper that in this humble way let us gather here today to recognise those who have gone beyond 
expectation in being what we admire. Except no perfection. This is our first occasion of its nature, perhaps the first in the Province. 
This will improve as we go on, on an annual basis.

This occasion also marks the end of the year when we thank ourselves and those around us for having sustained us until now. This is a time 
when we sharpen our vision and look to the future with added confidence born of the successes scored in the dying year.

We are a fortunate generation for having seen this millenium folding to its end and now we are ready to be the midwives in the birth of the 
new one.

Now the question we must ask ourselves is  are we ready to meet the challenges of these times. As administrators we have been tasked to 
redefine the core business of our department. To gear ourselves to do what we are good at and invite other stakeholders to do that which is 
not part of the core business of DOT. Here springs another challenge that of co-operation between government institutions and business and 
NGOs. This partnership must be such that it benefits our country and our people at large.

It is us, the servants of the public who must change the culture of " I dont care" to that of supreme productivity.

As we enter this millenium we must commit ourselves to combat the threat of HIV/AIDS. In this regard I appeal to you all to see aids for 
what it is i.e. international holocaust of a special type. It calls for conserted effort by all of us.

Ladies and gentlemen let us thank the people who made this day the success it is. Without the sponsors who took this enthusiastically we 
would not be here. Your example will not go unnoticed. I most earnestly thank the members of our staff who tirelessly worked in preparation 
for this day. Your team is a living example of joint effort that must be upheld.

We congratulate those who will receive some awards. Please pass our thanks to your families for sacrifices they made such that you are our 
heroes and sheroes now. To those who are not in the list we say it is now your turn to perform beyond expectation so that this time next 
year you are one of our models.
